Biscayne Bay is, in most places, less than three metres deep. The water that looks oceanic from the seawall at 401 Biscayne Blvd is in fact a shallow lagoon, sheltered from the Atlantic by a chain of barrier islands that were dredged, filled and sold as real estate within a single generation.
That shallowness shaped the city. Deep-draft ships could not enter until Henry Flagler's crews cut a channel in the 1890s, and the spoil from that dredging became the foundation of Miami's early waterfront. Star Island, Palm Island and Hibiscus Island are not natural land at all. They were pumped from the bay floor in the 1910s and 1920s, sold to a speculating class, and eventually populated by the mansions that give Millionaire's Row its name.
